Update on Counter and Rental Clerks -- Full-Time Light Unskilled Work

We discussed various forms of counter and rental clerks.  We discussed Furniture Rental Consultants 295-357-018 and Furniture Rental Consultants part II.  We discussed Counter Clerks -- DOT 249.366-010.  These are both light unskilled occupations that are go to for vocational experts.  In a recent examination for the Occu Collect Sedentary Compendium (coming soon), the epiphany arrived.  Full-time, light, unskilled work in counter and rental clerks do exists in small numbers that are subject to erosion.

This includes light work that requires significant manipulation, prolonged standing/walking and other factors that make work light as opposed to sedentary or medium.  About 12% of the jobs in the group represent full-time, light, unskilled work.  But 55,795 jobs is the starting point for the job numbers analysis not based on occupation-industry matrix but based on the presence of counter and rental clerks across the economy.

The jobs that require standing/walking more than 75% of the day falls somewhere between the 50th and 75th percentiles. Another easy erosion is the absence of a high school education or equivalent education.  Despite the OOH description of the occupational group as typically having no educational requirement, most of the jobs require a high school education or more.

When a vocational expert identifies an occupation, cross-examination must ascertain the SOC group, the number of jobs within that group, and then whittle away based on the characteristics of that group's job requirements.  If the claimant is under 55 and a minimally positive vocational profile, the full range of light work will push the finding of not disabled.  The amount of sitting or standing/walking and the frequency of manipulation individually or in combination will significantly erode the number of jobs.  The individual nature of a particular claimant's medical-vocational profile will direct the inquiry and the ability to demonstrate a reliable number of jobs, if any.
